DESCRIPTION:
Top Cop is a 10%, 2 million Scoville heat unit (1.33% major capsaicin content), non flammable OC formula designed for law officers to rapidly gain control of non-compliant subjects. The OC Cell Aerosol uses a wand to introduce OC into confined areas, such as cells, closets, vehicles, etc.

HISTORY & BACKGROUND:
Top Cop aerosols were developed to help officers in the use of force continuum, and to provide an effective and reliable less-lethal means of incapacitation. OC sprays have become the single most prolific less lethal tool employed by law enforcement agencies around the world.

MECHANISM / TECHNOLOGY:
The wand on the Cell Aerosol allows OC to be released into confined areas easily. Top Cop OC is designed to cause disorientation through a tearing and burning sensation in the eyes, violent coughing, and an extreme burning sensation to exposed skin surfaces. When deployed properly, Top Cop OC formulation has been found to be effective 93 out of 100 times.

PERFORMANCE CHARACTERISTICS:
Top Cop OC emits highly irritating OC when sprayed. Oleoresin Capsicum is designed to target normal respiratory function and vision in individuals that have been sprayed.

DELIVERY MEANS:
Aerosol delivery system; pressurized release of OC spray to subject through hose and wand.

OPERATIONAL STRENGTHS:
Most officers are trained with the use of OC Sprays also requires no special equipment.

DOCUMENTATION REQUIREMENTS:
It is recommended that officers training records be annotated to indicate proper training in use of OC defensive sprays.

SPECIFIC WARNING:
The effects of OC spray tend to vary from individual to individual. It can have an immediate effect or a delayed effect depending on the person sprayed. Subjects may panic and not respond to verbal commands when sprayed and may not be able to comply immediately, this is known as auditory exclusion. Subjects must be decontaminated as soon as possible. Some subjects generally experience high levels of anxiety and their behavior can become more confrontational in the long run. Officers may be contaminated by fellow officers; this can also cause confusion in certain situations.
